Dear Mr. Costner:
You may file your comments with the Georgia Public Service Commission regarding any proposed increase in BellSouth's ISDN rates. Our mailing address is: 244 Washington Street, S.W., Atlanta, Georgia 30334, Attention: Ms. Terri Lyndall, Executive Secretary.
The Commission's hands are tied under the new "alternative regulation" BellSouth is under pursuant to S.B. 137. A telephone company is free to modify its rates unless it can be shown that the rate changes are a violation of some anti-trust provision, i.e., predatory pricing, bundling, etc.
Sorry I can't give you any better response.
Sincerely,
Bobby Baker

Re: Rates Go Up Till Until Real Competition Enters the Market
Dear Mr. Costner:
Sorry I can't be of much help now. Under this new alternative regulation I expect BellSouth will be raising any rates where it does not have any competition for the service. Once some of the new entrants, such as, AT& T, MCI or MediaOne get up and running there will be competitive pressure to lower most rates. I am continuing to work on providing real competition for local phone service in Georgia.
Best regards,
Bobby Baker
